Although yesterday was the day the Dos and Don’ts went into effect, the Terms of Use have not been updated to match, as stated in this blog entry. (However, it does look like the FAQ’s have been changed - I don’t know if they’re final or not.)
In addition, once the TOU are updated, this clause therein:
We reserve the right to alter these Terms of Use at any time. If the alterations constitute a material change to the Terms of Use, we will notify you via internet mail according to the preference expressed on your account. What constitutes a “material change” will be determined at our sole discretion, in good faith and using common sense and reasonable judgement.
seems to indicate that email should be sent to all registered users of the site, since the D&D include fairly substantial policy changes.
However, Etsy has no plans to send emails regarding the changes to the TOU (whenever they show up) to anyone, other than the email that was sent to sellers two weeks ago about the D&D (with no links to anything, and no mention of the TOU).

It took a long time, but we’re back.
There were thousands of people waiting at the door, so the site’s acting a bit strangely. We’re investigating the issues now and will do our best to take care of them quickly.

FYI - Any page starting with http://uploads.etsy.com/ won’t load - feedback, re-listing, listing, editing, leaving feedback, etc. I’m sure the guys are working on it.

Update ( 1:49pm ): Murphy is giving us a thrashing today. All of the little things that we never have problems with are taking up hours of our time, delaying us more and more. Haim just spent an hour and a half straight debugging our image clustering software, which allows all of our servers to access the entire library of images stored on Etsy. Fortunately, he just worked it out, and let loose a shout that could be heard all over the entire data center. The end is in sight!

Update ( 3:31pm ): We’re still sorting out a few remaining issues with server-to-server connections, but all of the big ellusive riddles have been solved. Now we’re pushing through the grunt work.

Etsy will be choosing an artist each month to create press kits/gift packs. Extras will be sold in the Etsylabs shop. From this blog post:
Every month, we commission an Etsy seller to design custom kits. We send these kits out as Etsy handmade press packs, in promos, and as gifties for Etsy contest winners and the like. We make everything in limited edition here at the Labs and at the artist’s studio.

We choose the Artist-of-the-Month based on what we see as their clear, unique style and ability to make a high quality product. The seller may be new to Etsy or relatively seasoned. We are just starting with this program, but we’re hoping to represent the many different types of art and craft on Etsy. So far, the response has been great.

I’ve been talking with Sarah, who works at Etsy in a lawyerly way, to figure out how to keep track of the use of our Trademark (logo and the name “Etsy”). There’s legal issue that we were unaware of, that Sarah told us about: if we just let anyone use the trademarked stuff without permission and without us keeping track, we could lose the right to our own trandemarked stuff! Which would be bad for all Etsians!
So, we’ve made a simple release form that gives you permission. Obviously, we are psyched to have Etsians promote Etsy and your shops. And we are in no way trying to pull a Cease and Desist thing here. And it’s not even about Etsians making a profit off of selling stuff with the Etsy logo. It’s just about protecting our customers from fraudulent, mean people who might use our logo in bad ways!
Rob wants this to go into effect with the Dos and Don’t on Sunday. At that point we’ll have the form you can download and send in to us. It will be available through the Dos and Don’ts and through the Downloads page of the Team section.
