There were no forum rules broken in the thread, but he locked it because several people said uploading still was not working, even after trying all the suggested tips.
This is the third thread that has been locked for no reason, with a new thread started containing the exact same “tips” that do not resolve the problem.
That previous thread he linked to gave these tips for uploading:

This locked thread is full of users who tried all the tips and still could not upload.
IF you try all of the above tips, and you still cannot upload images, some etsy users have had success with the following tips:
1. Try making the file size of the image under 100 kb
2. try making the width of the image between 500-1000 pixels. (do not use less than 430 pixels width because the image will be scaled to 430 pixels in the listing view, and resizing a picture larger makes it pixellated.)
3. If you are scanning artwork, scan at 72 dpi. That is what the internet resolution is anyway and scanning at a higher resolution will not increase picture quality on the web. (higher resolutions are for printing)
4. You should use RGB, which stands for Red/Green/Blue. CMYK is only for print (and stands for Cyan/Magenta/Yellow/Black).
5. make sure your image is a jpeg, NOT a gif or png. Revolving Dork also says to only use jpegs, but some users who emailed support were getting replies saying that gif and png were allowed. I think that information is outdated. Etsy will convert gifs to jpegs, but with major degradation of quality. (image will be grainy and blurry) It’s better to convert it to jpeg yourself and it won’t lose much quality.
